I have this BB on two of my frames but I don’t have the tool to fit it. I think a hook ring tool is what I need but I’m unsure. Is there any specific size tool or is it universal? Anyway to find out the size of the BB?

I might be wrong, but I think the lockring is showing a little rust.
A nailset and ball peen hammer would remove the lockring. You don't want to reuse it.

Huh ? Lockrings last forever. It doesn't look like those are show bikes.
If you don't want to buy the tools, you can use the hammer and nailset or heavy screwdriver, then slipjoint pliers (ChannelLock type) for the cup.

Looks more like muck. Salvage-operation is called for.
