To actually answer the OP:

Track bikes don't really have mag wheels in the same sense that BMX bikes do. There are outdated aerodynamic racing wheels like Aerospoke and older Specialized trispokes, but they're still expensive due to the costly process of composites and especially the demand in used wheels.

Also, resin costs have jumped way up since the 80's. Even if you could make a 700c mag wheel out of a pure polyester (instead of a composite), it would still be very expensive.
