Can I use a 700c tire on a wheel that previously had a 2" tire on it?

700c is a standard for diameter. The width of 700c is usually given in mm, so a 2" tyre would be unlikely to fit. It may be a 26"MTB size, or (unlikely) a 27" size.
Check out any ERTRO designation on the tyre wall.

By 2", I assume you're referring to the width of the previous tire. If so, it was probably a 26" tire. Have a look at the sidewall - it should have something like '26 x 2' marked on the tire.

A 700C tire has a larger bead diameter (internal diameter) than a 26" tire.

Long story short? No.
