Forum search yielded nothing. I am looking for a seat post tool bag which can detach easier and quicker than the standard bags out there which use clips and velcro. Something that maybe you attach a frame under the seat and the bag clips on and off that structure. I am making multiples stops of late and taking that bag off and putting it back on is a PITA. Thanks!!
Topeak makes bags with an attachment called the "fixer", and Axiom makes some with QR and some with "kwik clik" attachment, all of which i believe are more convenient than a traditional velcro attachment.

how big a bag do you need ..specify in cubic inches.

Well depending on how big you want, and I'll assume smaller (though I love my Carradice SQR slim (http://www.carradice.co.uk/sqr-saddlepacks/sqr-slim.shtml) at 16 liters) the SQR Carradry Glentress (http://www.carradice.co.uk/sqr-saddlepacks/sqr-glentress.shtml) is 5 litres, or you could get something like the Arkel Seat Bag (http://www.arkel-od.com/panniers/seat_bag/overview.asp?fl=1&site=)where you would leave the attaching points on the bike and just slip the dry bag out leaving an empty shell behind.
I use a Topeak Wedge and have the mounts for the same bag on both my road bikes so I can move one bag from bike to bike.

VauDe also has series of under-saddle bags with quick-release mechanism.

Easy off and on - press down on the tab and pull back to slide off. Their picture does not include the seat rail mount.

I actually ordered the Arkel bag. I read too many iffy reviews on the plastic mounting system of the Topeak bags. I can zip tie this bag pretty securely from someone not determined enough to cut it off my bike when I leave the outer shell empty.
I just received the Arkel bag in black. This thing is great! I was concerned about the size, but the dry bag is huge and the outer shell expands with an adjustable velcro strap.
