if i put a warning on my back window that says "driver slams brakes on yellow @ camera enforced streetlights". would i be liable if an accident did happen.

no, if the person behind you rear ends you, it means he was not paying attention or he was following too close.
but I would always glance into the rear view mirror before slamming the brakes at the light, just in case it was an 18 wheeler tailgating me.

you don't need a warning. The driver behind should be keeping enough distance in order to stop in time.

i got caught behind a car for a red light photo ticket. it sucked. it was close to $300 15 years ago

Define "slamming on brakes"? It takes a human about 0.10 sec to recognize visual-input and another 0.10 sec to respond and another 0.10 sec for the foot to press on the pedal. That means you've got 0.30 sec mininum before ANYONE can activate their brakes behind you. Most people are a lot slower than that.
I only feel safe behind people because I know I can actually apply the brakes and modulate them at the limit to get the shortest stopping distance given the specs of my car (which is a lot shorter than just about anything else out there). But I wouldn't bet on anyone behind me being able to do that, so I always look for a escape route to the side as I'm putting on the brakes.
I actually got a photo-radar ticket over the holidays in AZ. It finally arrived last week and it had my mug well-displayed with a growl as I was looking at the camera when the flash went off. Luckily the car was registered to my wife who sent in a picture of her ID and basically said, "huh? That's not me driving.".

If you are rear-ended, it's their fault. It means they were too close.

That is the dumbest excuse ever. If she is saying she "doesn't know" who the driver is... her insurance should cancel their coverage. If you can trust someone enough to let them take your car, you should be able to get them to pay any fines they incur. Or you should be able to follow up with the police report saying your car was stolen.

In the local newspapers "vox populi" someone wrote about a camera that was being put in at an intersection near my house.
Their comment....
"It really stresses me out to think that I might get a $200 ticket if I run that light and the camera catches me."
I wrote.....
"It really stresses me out that someone will plow into the back of my car while I'm trying to stop to avoid getting that $200 ticket."
The county said that they were putting it in to promote safety at that intersection.
Several months later, they disabled the camera because "It wasn't making any money."
Yes Sir..... It was all about "Safety" !
Their comment....
