The rim on my downtube NS rear wheel is very badly worn after 2300 miles. Any advice for the quickest and cheapest nominal replacement?
Any reason why I couldn't order the Swift Wheel http://www.xootr.com/swift-rear-wheel.html -- same size and same Quando hub? It's $70 plus shipping, but I couldn't find other new replacements online that weren't over $100 for a wheel build with tons of labor.

Check that the OLD matches.
The calhoun cyclery sometimes sells cheap wheel replacements in ERTO 406.
If your labor is worth zero, you can rebuild the wheel yourself. That would save you money.

Finding the 20 x 1.5" rim with 28 spoke holes may be a challenge. Have you asked Downtube if they have the rims? Seems to me they should carry them.

If your labor is worth zero, you can rebuild the wheel yourself. That would save you money.
What is OLD? My DT (I thought) has 406mm rims. My current tire is a Marathon 406x1.5. The Swift I think is made for an 8 speed cassette but I would think a 9-speed fits?

* 406mm aluminum box-section rim, 36H, with spoke eyelets and machined sidewalls.
* 2mm stainless steel spokes.
* Quando CNC machined hubs with sealed bearings
* 132mm axle space
Unfortunately my free time is virtually Nil, so spending $50-100 is fine with me for a new wheel; I can re-mount the tire myself and hopefully can swap over the cassette; otherwise I'm sure the LBS will do it for a few bucks.

Check with Downtube if they have one or if the one you are looking at will fit. He always answers quickly. I believe the "axle space" is narrow on a Downtube.

It would be the 132mm axle space. Now that I am thinking about it, the Swift folder might have 132.5 mm spacing such that it can take 130 and 135mm hubs.

EDIT: 8 and 9-speed cassettes have the same width and use the same freehubs. But they take different shifters.
