Has any one bought just the clamp for a bike work stand? I am needing just the basic clamp itself and I have googled "toggle clamp" without any luck. Have a stand that just needs the clamp mechanism.

Park Tool has a good clamp. Look them up.

I used musician drum stand hardware I had sitting around. Drum kit tubes are about same diameter as seat tube, and you can get them in all kinds of configurations (quick release too).

Park sells a bench mounted clamp which is the entire clamp assembly mounted on a flange that can be bolted to any solid bench. Look here: http://www.parktool.com/products/detail.asp?cat=23&item=PRS-4%20OS

They also sell replacement clamp assemblies for their repair stands that you may be able to adapt to your stand. They are part numbers 100-3C and 100-5C
