You are correct! The world cup leader jersey is only worn during world cup evnts.

Once you are world champion, in any road/track discipline, you have the honor of being able to wear the WC stripes on your sleeves and collar.
Armstrong has them on his Jerseys, but not the current ones at the moment. I read online that the new Uni's didn't have time to make his custom for him.
Ekimov was WC on the track, and has them on his sleeves/collar too. Meesuew always wore his too.
You will also see former national champions wearing their nations colors on the ends of their sleeves.
Bettinis are Red, White, and Green becuase he was the Italian national champion.
The Canadians have a white band with red maple leafs, the Belgians have Red, Gold, and Black.
Look at Robbie McEwen's lotto Jersey, He has Green and Gold stripes of the Australian Championship Jersey on the Sleeve ends. George Hincapie has the option of wearing a red, white, and blue band at the end of his sleeves, as he is a former US Pro champion
You will find photos of these riders and other past champions without the colors sometimes, but as new uniform suppliers come and go, and travel and crashes take their toll, proper custom gear is not always ready on race day.
