Knowing what kind of tensioner you are using might make it easier to elicit usefull replies. They usually attach to the rear derailler hanger and push down on the chain to create tension. Some push up so...more info needed to help further.

Is it a BMX track end tensioner or is it a spring-pulley tensioner?

given that the haro nyqiust is a BMX bike, i'd assume that it's a bmx tensioner.

remove the axle nut on the drive-side of the rear wheel, slip the axle through the hole in the tensioner, put the axle nut back on but don't tighten it yet! adjust the tensioner using the little bolt on the end. this pushes the plate against the end of the dropout and holds the wheel in place. now make sure the wheel is centered between the chainstays and tighten the axle nuts down.

be sure that you don't pull the chain TOO tight or it will bind and stretch prematurely. you should have about 1/2" to 1" of up and down play in the chain.
