My buddy is looking to buy a set of wheels that come with tires + cog for under $130 for a conversion. Preferably silver rims. Bike Island has 700c Vuelta TrackPro's for $130 shipped but its a bit much.

I have those wheels on my polo bike, I was surprised by how solid they are. I even worked on my polo bike for 3 months and didn't have any problems. I just change the bearings two weeks ago, after more than a year of use. Salt and snow destroyed them. Otherwise they would probably still be ok. It's probably the best cheapest wheelset you can get. Dp18 for exemple are a lot ****tier than those ones. They are not that light but solid. for sure.

you can't see very well in that picture, but i believe these are black wheels. the silver is the machined braking surface.

i'm hoping to build up a conversion in the coming months and i think i will go for these because they're cheap and come with everything :). you say that 130 is "a bit much", but i haven't seen any other fixed wheelsets for cheaper (let me know if they exist:)).

I think it's better to go with Formula hubs than generic high-flange. Ben's has good deals on some (though I wouldn't get that set). Also, I'm a fan of Mavic CXP22/Formulas, which can be purchased on several sites for $150.

im running the formula/cxp-22 combo, and other than one truing, they have been SOLID. i paid $145 shipped for them, and they came with free rimstrips and a cog/lockring.

How much under $130? That's a good deal for a complete wheelset with tires and everything. Keep an eye on Craigslist also. I picked up a brand new wheelset from a Kilo TT for $25 from a kid who couldn't wait to replace them with some deep V's that matched his grips. That was unusually low but there are plenty of sets out there for $60-100.
