Peter White Cycles sells the Bagman.

Yes, but they are out of stock on all of them. I tried in vain to find one. There have been a few on ebay, but they have been going for more than they are new. I ended up getting two of these Midlands vintage bag support (http://cgi.ebay.com/bag-support-MIDLANDS-chrome-vintage-seat-stay-England_W0QQitemZ290109773469QQcmdZViewItemQQptZCycling_Parts_Accessories?hash=item290109773469&_trksid=p4634.c0.m14.l1262). I bent it and mounted it to the seat rails on my Brooks B17 and it seems to do its job. I just wanted something that would give my large Acorn bag support and move it back so my legs don't rub on the bag.

take a browse at brooks saddles or anything else from the UK. With the exchange rate, there's a lot of cheap goodies.

Velo Orange (http://www.velo-orange.com/visabagsu.html) also sells a bag support.

I have the velo orange bag support, it works great, but it's a little heavy, a little inelegant, and a little too much trouble removing from the bike, but of course it's a lot cheaper

I took advantage of the weak pound and ordered a set of front and rear Carradice Super C Panniers. SJS had them delivered to my door in less than a week.
