I was given a Blue belt made out of a material like rubber. It is designed to fit around your waist and increase sweating in the ab or fat area. Have any of you used or tried this or anything simuliar? Belts are sold at Wal Mart. They truely make you sweat! But is it safe and What are your thoughts and results?

What are your goals? Is it to sweat a lot? My guess it that the belt is nothing but a gimmick. I've never used one, but if you're looking to lose weight, maybe just going out for a long ride with your heart rate at about 60% of your maximum heart rate would be the best thing. Whether you're wearing the belt would make little difference.
I agree with prabbit. 50-70% is fat burning zones in the books that I have. Most is burned in the 60-70% range. I am working on losing weight, I like to ride a bit longer at a moderate to fast pace as I burn a good amount here.

Wearing that belt causes you to sweat more due to probably lousy heat loss, thus causing you to sweat more in that area. If any, you will lose a little in that area due to the water loss, but I don't believe it has anything to do with fats. Sweating is the loss of liquid and electrolytes, though it is also proportionate to the amount of heat being produced in your body, which is proportionate to the amount of fuel burnt. However, the extra heat is not due to increased fuel burnt but more of poor heat loss, thus the heat is trapped in that area.
I am not too sure, so maybe others can give their views? If sweating more helps to burn fat, maybe we should all be wrapped up and out there exercising.

Your body takes fat evenly from itself. There is no 'targeted' fat loss, just general fat loss. You want nice abs? Do crunches 2x a week and get your bf% down to where your muscles are visable.
