I'm having a hard time finding 80mm-reach, short-height Nitto road quill stems. We can't find any through my shop's suppliers, and it seems that the other local shops don't have any. Anyone know where I can order one?

BikeSomeWhere, an Amazon seller, lists it:

Just curious why it has to be a Nitto if you're not after height?
If you can find a Technomic (the nice one, not the super long one), you can cut the quill down pretty easily with a hacksaw and a file. I've done it.

I don't want to pay $65 for a stem that's only worth $35. I think that I may take Longfemur's advice and get a Nitto Technomic (inexpensive and available) and simply saw the base of the stem off. This is replacing an older Nitto stem on my mid-80's Nishiki Prestige so I was hoping to at least use a quality Japanese quill stem.

The Technomic is not cold forged and it is not finished as well as their more expensive stems. That's why it's cheaper.
If you shorten a Technomic to normal length, you'll run out of threads on the stem bolt.
