If I install a 10 speed cassete and chain on my 9speed specialized sequia will the chain rings work as they are?

In general... the only components that are dependent of how many speeds you run are the chain, cassette, and derailleur. I would give the switch a try with your chainrings... I think you'll be all right.

I would have agreed with you had you said "chain, cassette, and shifters". The derailleurs are very forgiving when it comes to number of cogs.
