I would not paint Thuy Pham Remmele as entirely bad - she is just typical. This is from an interview she gave (http://www.thedailypage.com/daily/article.php?article=5993):

It's great that Madison is a biker-friendly city in fair weather. District 20 families cannot rely on bikes to go to work or accomplish year-round, daily chores. Buses are still the least expensive mass transportation to keep cars off city streets during rush hours. However, schedules, routes, and transfer points must be geared to encourage more riders. Trolleys are an expensive project that won't serve needs in my district.

She is a good alder that has been helpful to me with the small business that we run. I think it is unfortunate that she doesn't understand bikes better, but her primary orientation is to low income people and small businesses. She doesn't march in lock step with some of her fellow alders, but that isn't always such a bad thing. Anyway, Madison has plenty of alders right now who do support bikes.

Personally I'd rather keep the 3 foot door rule, just take the lane anytime you need to pass parked cars.

California has a door law, statewide. It should help with liability in any accident. But I don't know if that's the real basis of it.

Low income people and bikes shouldn't be mutually exclusive! The significant percentage of a low income person's income that goes towards driving to and from their low wage jobs, could be offset by bicycle commuting! Why should bike commuting be almost solely practiced by middle and upper-middle class workers?
Perhaps there's an opportunity here for alder Remmele, rather then being dismissive, to learn how bike commuting could save her low wage constituents some of their hard-earned money!
