 I've had this problem before but, I can't remember how I fix it. Basically if I put the front wheel between my legs I can turn the handle bars with ease. I got a new wedge but, I don't think I'm attaching it correctly or it could be that the stem needs to be replaced also. I guess what I'm asking is how do you get the neck on correctly? Do I need to loosen the headset? Do I need to set the wedge first? Any advice would be greatly appreciated I'm to frustrated to keep trying at this point. Thanks, Littlewingpm

The stem bolt needs to be tightened down, or you are using a 1" wedge on a 1 1/8" headset. Pull the stem and make sure everything is aligned correctly etc... I am assuming since you're talking about a wedge that its a threaded headset with a quill stem, please correct me though if thats not the case.
