Yeah line up the valve hole and its easier if you do like 1/4-1/2 the rim at a time I've found. Rather than worrying that every inch is perfectly straight. Make sure its straight though and the nipples are covered.

yup! pretty much it.. I do like it a little tight. So I pull a little as I stick it to the rim.

It also makes sense to check it occasionally. I had 3 flats (and only two CO2 cartridges!) in an afternoon due to rim tape that had shifted off the nipple hole ever so slightly.

Almost. One of the most important things is to get the right width. Ideally, you want a rim strip that fits snugly all the way across the rim from flange to flange. It it's too narrow, it tends to migrate to one side or the other and expose a tiny little crescent of spoke hole. Can you say psst, psst, psst? Your tire can.

Velox is probably the best brand. It's easy to apply.
Before you apply the tape, ensure the valve hole has a smooth edge (use emery cloth on any roughness), then clean and dry the inside surface.
