I made the mistake of jumping on a BIN auction for a Phil rear track wheel, but when it came today it has an OLD of 130. Does Phil offer a smaller set of spacers to adjust the spacing down to 120?

you can just take out the spacers between the cone and cone locknut, no?

call phil and ask them for the 10mm spacers. they should sell them even though they aren't listed on their site
