Bicycle Mechanics - Chip in powdercoat... best way to fix?

the powdercoat chipped off on my frame at the bottombracket and bare metal is exposed. just to be sure, id like to throw something on there so that it wont develop rust later on. the bike is not put together yet so it would be relatively easy to fix the chip. any suggestions?
someone told me to use nailpolish... is there a better solution?
also, a friend suggested clearcoating the frame to protect the finish. is there a specific kind of clearcoat i should use? i want this frame to last.

c'mon guys, this is one of the most common and irritating problems with bikes.. surely there's an easy (ish) solution...

I use clear nail polish because it's less obtrusive than an imperfect color match.
