Apparently he made frames out of Fort Collins, CO.

I hope I'm doing this right,
I'm helping my friend look for a bike and we found one on the local Craigslist that fits her but I've never heard of this maker nor do my searches come up with anything and I thought you guys might know somehow. It's lugged and has Shimano Tri-Color group but has a Ringle front hub/wheel and the seller is asking $300.

As far as I can tell the bike has butted tubing, fairly light but the paint nor the lugwork look spectacular, to be honest a little hamfisted but my friend says out of all the "generic CL" bikes she's tried out, this is one of the stiffer and faster ones but the bike needs a tuneup and won't shift.

Is the group itself worth at least half? I don't want her to overpay but as long as it rides well, I think it'd be a good investment and she can upgrade down the line.

John Salisbury is my dad. He made that frame in our garage and painted it in a shed in our back yard. He made bikes for a lot of people and had a national trials champion that rode his frames. Everyone I know who had one of his frames loved it. I love mine.
