Mountain Biking - Determining frame size??

I fellas! I am a "Classic and Vintage" guy but I have a Klein "pulse race" that is in like new condition that I am getting ready to sell. I would like to be able to put the frame size in the description but I don't know how to determine frame size on a Mountain bike. :oThis frame seems to be small but ........So how is frame size determined on mtb's?

Give the measurement in inches of the seat tube, from the center of the bottom bracket bolt to either the center of the top tube or the top of the seat tube, and be sure to specify which.

It's generally to the top of the seat tube, but definitely specify.
It would also be helpful to list the effective (horizontal, parallel to ground) top tube length (center to center).
