Cocoa Beach puts brakes on bicycling pub crawl
BY R. NORMAN MOODY • FLORIDA TODAY • APRIL 3, 2009

Balancing fun and drinking with city officials' concerns over public safety put the locks on a bicycle bar-hopping event that was planned for Saturday.

Organizers were forced to cancel the annual Cocoa Beach Bikes and Bar-A-Thon after city officials told them the organized event that last year attracted about 300 riders would not be permitted under the city's special events ordinance.

"They were upset that we didn't have a permit," said Keith Coffman, who said he organized the last few rides for fun and to raise money for charity. "We've never had to have a permit."

But city officials said concerns over safety grew as they learned more about this year's event.

Cocoa Beach Assistant City Manager A.J. Hutson said that if the city approved such an event when a large group of people drink and ride bicycles along city streets and someone is injured, the city could face some liability.

"Frankly, we told them they had to come to us with a special events application, which we would have turned down," Hutson said. "It's the impact on public safety."

Coffman said the event, in which participants ride from bar to bar, spending about 45 minutes drinking at each before moving on, started small but by last year had about 300 people. He said that in past years, police have helped block traffic so the group of bicyclists could cross busy State Road A1A. There has not been any serious issues or injuries.

Can't blame the city for putting the brakes on this rolling party. If they had granted the permit they would have been condoning vehicle operation while drinking and could have been held liable for anything.

I bet all the various Los Angeles area PDs wish it was this easy to put the kibosh on Midnight Ridazz rides.

I have no problem with this. 300 people planning on getting drunk together... Not much good can come of that.

I'm willing to bet more than 300 people get drunk in those same bars and motor home every single night of the year, no special permit required; how concerned is the city about their liability in that case? Besides it's way safer for everyone if the drunks are on bicycles rather than behind the wheel of a car or truck.

This simply represents yet more discrimination against cyclists.

This is crazy. Just more anti-cyclist stuff from the state that hates em the
most. At least 1000 cars are caroming off of Clamatis St. on almost any given
nite. There are regular pub crawls in this area from West Palm all the way to Miami.
Think these people are all walking down I-95 to get home ?
Id just bypass the permit crap and ride it.

"We can't have 300 people on bikes going from bar to bar here in Cocoa Beach! We're still recuperating from I Dream Of Jeannie."

I've always preferred drunks on bikes to drunks behind the wheel of a car, too...

Why would they need a permit?

The way I see it, some people on bicycles went to the bar where they met some other people who also had their bicycles with them. After a few beers, they all went to another bar together. There they met even more people who, "by chance", also had their bicycles with them, and all of them went to a third bar where they met......

Seems to me like it should be pretty simple to skirt Johnny Law on this one.

As long as the bar is not promoting the event, they would not need a permit. The customers are allowed to do as they wish.

Remember, you can get a DUI/DWI ticket on a bike as a car. The same law applies so it would be a very serious matter if you get pulled over on your bike drunk.
