Aside from being a huge eyesore.. does it compromise the structural integrity of the frame? Will the dent get larger with time? It's Reynolds 531 and I am a 140lb rider

It looks like a goner. I could imagine compressive forces would just buckle that when you hit a bump...

If it's steel and lugged, the tube can be replaced. Depends on if it's worth it or not...

I've seen quotes of $110 to replace a top tube...

Doesn't seem that bad to me at all. I think it's ok to ride it. Hell, I wouldn't mind riding it at all.
I've seen and ridden aluminum bikes with alot bigger dents in the top tube.
