I've been hearing about it for the last 4 years. Hmmm I wonder why it hasn't gone anywhere.http://img11.imageshack.us/img11/3559/pic69.jpg

It won't happen - there's simply too much money in oil. Greedy bast*rds (by GB, I mean our government/big oil which are currently one in the same) won't give back one red penny for conservation. That would be counterproductive - even @ this token level. Look @ the token tax-break on hybrid cars - it's a JOKE, and it only exists because big business (the auto industry) wants it.
It’s sad … very sad. There are MANY ways we could conserve, but we're not doing ANY of them now. There is no indication that this is going to change any time soon. The government certainly doesn’t want it, and the apathetic, gas-guzzling public certainly could care less.
Sorry to be so negative, but that's simply the way it is today. :(

Raiyn is right. I wouldn't spend the money. The Senate bill was referred to committee in May 2003. http://thomas.loc.gov/cgi-bin/bdquery/z?d108:s.01093:. The House bill was referred to committee in March 2003. http://thomas.loc.gov/cgi-bin/bdquery/z?d108:HR01052:
Nothing has happened in either body since.
