Any recs for steel frame cx, with room for fenders, studded tires in winter, and rack mounts? Frame only, low cost important. I'm looking to set-it-up with a Nexxus internal hub, so track style dropouts would be handy.

If you're definitely going with an internal hub, buy the Motobecane Uno and call it good. You won't find a cheaper frame new.

Rawland frames are cheap right now as they seem to be clearing out older stock. They're meant for 650b though, I believe, meaning you have to use something like a paul motolight if you want to go 700c.

I built a Crosscheck specifically for commuting. Has room for 50mm tires and fenders so it'll definitely take studded with fenders easy. Get it from universalcycles.com and use VIP15 to get 15% off. You also get free shipping for the frame as well.
