Hopefully you folks can help to point me in the direction here...

I saw a great bike rack system in this guy's truck and didn't have the chance to ask him about it, so here goes my best shot at a description:
- there were quick release mounts attached directly to the bedliner, about halfway up the bed, right behind the cab

I thought to myself, "that's an awesome way to get around the whole removable rack thing".

So, anybody know what I'm talking about and where I can find these kind of mounts? Is this a custom job?

Thanks :)

Probably a custom job. There are many spreader type bars with fork mounts attached. Delta is one company.

They run about $150.

I made my own. I took three fork mounts ($10 each) and a piece of aluminum tubing (2x4 square tubing) and cut it to the width of my bed and then painted it. Then bolted the mounts to it. Cost about $40!

Of course, then I bought a Lefty fork, then a QR-20 so I gave to my brother in law.

Thanks for pointing me to Delta's stuff - they have mounts like the ones I saw too:
Delta Lockable Bike Hitch (http://www.rei.com/online/store/ProductDisplay?storeId=8000&catalogId=40000008000&productId=11663952&parent_category_rn=4501508)

Just gotta find someone to install it for me now. :)

Delta makes a fine mount. However if you are into buying American (as you should IMHO) look to Hollywood Racks. I have sold alot of both seeing as how there are alot of trucks in Tx. (go figure).
