I want to go touring, but being cheap I was hoping to find a used trek 520 to fit my 5'4'' frame, as well as panniers if someone has some I could buy off them (new are really expensive). Any direction would be nice! I have searched craigslist and local bike stores endlessly!

Have you looked at ebay for a used bike and panniers? That's where I bought my latest addition to my bike collection.
How about the For Sale forum farther down the BikeForums main page?

I got a TREK 700 a year ago for $50 at a pawn shop about 3 blocks from the university. it was in good shape, but I disassembled it, stripped and painted, got new rims, and rebuilt the wheels, replaced bearings all around and got new tires, tubes and brake pads. My total investment was about $200 and it looks like brand new (except it's filthy from commuting).

I got a couple panniers from Nashbar on sale for about $50. I already had backpacking gear from scouting days so I'm good to go.
