It depends. Sounds big. What type of bars? Easyer to ride a big frame with swept back bars than flat or drop.

I have the same inseam as you. And I measured the height of the seat on one of my bikes, ~23 inches. I'm guessing you could ride the 22 1/4 inch frame with the seat almost all the way down.
