Why do bicycle advocates continue to look to government for help? The only thing they do really really well is screw thing up.

While this may indeed be acknowledging your statement... :D The government did put together a pretty comprehensive interstate highway system. Perhaps cyclists are just looking for a similar "exclusive" system for themselves.

Because bicycle advocates can't afford to build the projects themselves, nor do they have rights to the land on which they'll be built.

Does any one know were the "allocated $135 million for bike and pedestrian funding" number comes from? My understanding is that this funding may be used on a verity of projects including bike/ped but nothing about having to spend it on bike/ped.
Also note that Federal funding cannot be used to pay government salaries but it can be used to pay for independent contractors to do the same work. (Work done has to be unique for that project.) So funding for the initial study is a bit of a misnomer but then again if the initial study comes up with that the project is not doable then the Feds don't pay (no completed project no funding) so there is a financial risk but it should be minimal if planed carefully.
