Road Cycling - safe to store bike on this type of rack?

I'm concerned because my roadie (which has a flat top tube, as in the picture) has some cable (brake cable or shifter?) running alongside the bottom of the top tube. Will constantly applying pressure by having the cable sit on top of the bar (even though it's on rubber) damage the strength of the cord? Will it loosen my brake or shifter? Or, are these things relatively safe?

I've had my bikes on this bike holder for over a year with no problems.

My road bike has the same cable routing you describe. I've had it in the rack (like the ones you mention, but from performance) for about 4 years. No problems that I can tell. I do change the cables every year, and the cable housing about every other year. During that time, I see no indication that there were any problems.

The cradle padding will compress before the cable housing does. Shouldn't be an issue.
