Singlespeed & Fixed Gear - A Longshot for ID'ing a frame... in San Francisco Bay Area

So I understand this is a total wild goose chase but I wanted to see if anyone could help. I recently saw a fixie locked up at Berkeley Bowl Market here in Berkeley. It was more of a laid back cruise around town type bike and the key characteristic was the down tube. It curved downward along the back edge of the front wheel almost like a Tri bike does in the rear. When the downtube was down to the level where it was parallel with the BB it made a sharp turn and had a horizontal run into the bottom bracket. It was almost like a fender. It almost looked like a motorcycle sport bike fairing in an abstract way.
I wish I knew more, but that's all I have. I think it was done by a northern CA frame builder. Anyone have any ideas???

I haven't seen it, but I'll keep an eye out for it when I go to Berkeley Bowl (which is a lot).

Exactly! It was slightly different, but it has to be the same builder. The seat stays were more conventional looking, but that looks right on. Who makes that frame?

I did see a bike that looked more cruiserly and with a less extreme down tube curvature. It was light blue. Didn't get the name, though.

Yeah, not as cruisey as I remembered. I haven't seen the bike for probably a month. I think I meant that it was more of a style bike (why else would you haul around all that extra tubing?) it was pretty rad in person and I'd love to find out what it is!
