Singlespeed & Fixed Gear - Am I crazy

I can pick up a brand new 2004 Cannondale track bike for 700. Thing is, I'm not a fan of the Al frame and carbon fork (want a steel frame/fork for added beat-ability). That said what I'm thinking of doing is getting the bike and selling the frame and fork, building the components and wheels onto a steel frame (prolly a Surly). This sound insane? How much a Cannondale frame/forks going for on Ebay?

Are the components of the Cannondale such that it's worth buying the bike and selling the frame? I have a Cannondale and I like it but I don't think I'll ever buy an Al bike again. I only ride it in times of weakness Al and gears. I forgot the sarcasm face on the Krokus comment...ooops!
Is everything from the Cannondale transferable? Do you want to transfer the stem, seatpost and bars. I'm just wondering because the are the Cannondale components I think.

all of the components are pretty much shimano, so they would be transferable.
It's a Dura-Ace drive train, with Dura-Ace/Open Pro wheels and Cannondale stem/seat post, I can get the bike discounted direct through the vendor.
