Is it possiple to TIG or MIG on Fender eylets onto Droupouts on an older road frame? The dropouts are Gipiemme horizontals. Can this be done without a complete repaint, i.e., just burning the paint around the dropout/stays/fork blades?

I believe the preferred method would be to braze (using brass, not silver) the eyelets onto the dropouts instead of welding them.
You'd want to remove the paint and clean the areas on the dropout of foreign contaminants in the immediate area where you're going braze on the eyelets.

my preferred method would be to tig them on if I knew how to tig. But brazing is certainly ok. I recently saw a Rivendell that had a broken dropout replaced, and only the dropout was repainted. It was fairly obvious if you knew what you were looking at, but not really all that obvious overall. I always wondered if you could do that, now I know. Matching is not that easy though.

Sure it can be done. I've done it many times. Paint will be burned in area about the size of silver dollar. If you need someone to do it email me 95rivieramike@gmail.com

Another option would be to make some fittings that would clamp in the skewer. Nicely done they might be less chronic than burned off paint.
