will the sigma 1600 computer mount to an oversize stem ie is the supplied rubber ring 23size large enough to fit a typical stem?
need the large 40size for the for mount.

spare orings at hardware store?

I have never had a problem mounting their cyclometers to stems. If what they supply is not big enough which would be incredible then, Yes a trip to a hardware store might prove useful.
