guy wants around $500, says bike is worth $3500 fully restored (highly doubt that) all original parts except handlebars.

The seller is smoking crack. I do like the Competitions but I think it would be a stretch to get 500.00 in nice condition. The way it sits now I would guess it is worth no more that $200.00.
The fenders look interesting. Check to make sure the for is straight and look at take a look at the lug where the top tube and head tube meet.

Only if he's paying you $500 to cart it away.
That thing has a max parted-out value of $200, and half of that value comes from the Brooks Professional. Mint, that bike might fetch $450 on a very good day on eBay, with all original parts intact.
That said, with those notions of pricing, may I suggest that you flip the seller a well-deserved, center-finger salute. Pursue your quest for a decent machine elsewhere.

No way is it worth that much. I just picked one up a month ago, with original components for about $250 and the chrome and paint are in better condition (no rust). Not worth what he's asking IMHO.

Let me know if there's a return via the "report this post feature".
Since I'm here, I'll weigh in. I think that parted out, the bicycle would bring in closer to $300. (derailleur, rims, stem, seat post, hubs). If the bike were in outstanding condition, I could see it going for $500.00 - but it's definitely not in that condition, and I'd want to carefully inspect the frame where there's rust to make certain it hasn't eaten into the tubing.
