Not an easy design problem.

The way that a bike helmet works is to gradually slow down your head as the helmet hits the pavement. It does this by compressing a layer of foam. A certain thickness of foam is necessary for this slowing process to occur. Otherwise, your brain slams against the inside of your skull with unsatisfactory results. Unfortunately, that makes a degree of bulkiness necessary. Pretty much all that the exterior hard shell does is to hold the foam together while your head slides across the pavement.

For what it's worth, a bicycle helmet is designed for a single use. The foam layer doesn't spring back after being compressed so after every significant "thunk" you should consider the helmet as having done it's job and replace it.
