So the cops were giving out helmets? I guess I don't see anything wrong with that myself. I think everyone should wear a helmet, but it doesn't look like that's required in whatever country the video was taken. Was that Italy?

I think it was Denmark. From my understanding they don't require cyclists to wear helmets but there was a campaign about awareness where they would give a hug and free helmet to those that weren't wearing one.

That is awesome i agree i'd be totally happy if someone did that. But they wouldnt, i wear a helmet. And they get free helmets?! Cool video.

I'll bet it's because the women might feel threatened by a stranger, (even a policeman) giving them a hug.

Such a difference between policing over there and in America. Over there, the police are respectful when enforcing the law.
On the other hand, mandatory helmet laws are a surefire way to keep women off bikes. They care too much about their hair. Helmets make biking very unpractical for women.
