im trying to get a bike for my father in law who has bad knees is 6ft3 and weighs aroud 300 i have no clue about recumbent bikes would prefer to find something used... can anyone recommend anything or at least a place to start looking...??? or what i should watch out for... thanks a ton in advance....

The RANS Crankforward bikes are rated to 275lbs. I'd bet that is mostly a wheel issue. If you got one of the beefier models, it might work.
Also, some of the Greenspeed trikes have a large weight rating. I've had several and they are very durable.

I bought a used 06 Sun EZ-3 Sx that a young man had ridden hard for $400.
I weigh 250 and am 6'1" and just love it, though they are rated in the manual
at 300 lbs max. The manual is available online, By the way, I don't ride my trike
carefully at all, and yet it has withstood all the abuse I give it. Check the
craigslist in your area, but whatever you do, have your dad test drive it.

Most of Sun's recumbents are rated for 300lbs. Go to their website and check the specs. http://www.sunbicycles.com/sun/index.html
A lot of people buy Sun's as their first recumbents and then sell them to move up. They are relatively cheap new and used ones can be found at decent prices. I have only ever heard of one person having any serious problems with them, most owners consider them a good value. I believe most, if not all of them were designed by the late Gardiner Martin founder of Easy Racers. He has been in the business of building and designing recumbents for 30+ yrs. You don't last that long in the 'bent business by making junk.
