what not have livestrong sponsor two teams? rabobank already sponsors two teams, and it would certainly be cheaper to continue to sponsor the U23 than pay up for a continental team.

So Livestrong is his cancer foundation...if they sponsor another team then it takes money from the foundation which would be counter productive to the cause unless the exposure brought in enough money to offset the cost.

Yep... that's the way advertising works. In all it's glory. Same for his cancer foundation as it is for Micky D's.
It is very possible he could be personally funding it with a couple corporate sponsors, as opposed to using donated money from the foundation. I don't doubt that the primary name on the jersey will be "Livestrong," regardless of the funding mechanism.
I heard he is doing it because he hates his mom. Joking aside, I think it is cool to have another team from the USA.

Sponsors cover much of the costs of a high end team, and any team associated with Lance will probably be considered "high end".
Duplicating some staff isn't a big part of the budget, not unless the guys are getting major bucks. Much of the costs will be covered by other sponsors, for equipment and money both.
Two official, separate teams also gives the main team some wiggle room to expand numbers and hold onto staff/riders without breaking any UCI rules.
Garmin has a second team (sponsored by Felt), Jelly Belly too (Waste Management last year, not sure of this year).

Hincapie, Leipheimer, and Horner sound like good bets. I'm not so sure about Cav though. There was speculation about him moving to the new Sky team from the UK next year, and I recall getting the impression that he didn't want to mess up a good thing by leaving Columbia. Kind of a "don't fix it if it's not broken" attitude.
