I have an Avid BB7 disc brake on the rear of my tandem. The rear hub is a Hugi disc-ready hub. IF I get another wheel with a drum-ready hub and use a thread-on disc adapter, will I be able to switch wheels without a lot of brake adjustment?

As long as you get the correct size adapter it shouldn't be a problem.

You will probably have to get another Hugi hub. Another brand of hub will require adjustment of the brake and shifting.

Cable quick change assembly if possible. Relocating bolt down cables soon leads to lousy looking cables, especially if the clamping position is different

We have a White Industries hub and a Hugi hub. They sell 0.1mm spacers that go behind the disc that will place the disk in the same position from the dropouts for each wheel. That way you can change the wheels without having to adjust the brakes. The spacers were developed for mountain bike disc brakes for quick wheel changes. I got a pack from TandemsEast and they were fairly inexpensive.

We're having our White Industries hub disc mount adjusted further away from the dropout so I'll have to respace the disc on the Hugi.

No, both are regular disc hubs. The variance in the disc location is a bit less than 1mm. The Hugi hub is very close to the standard of 15.25mm.
