I put my Garmin 305 in my bento box when it started to pour.
But it rubbed on something and now there is a section of plastic that is scuffed.
Is there any way to buff it clear again?
Yes -- I do this reguarly with plastic items. First, try toothpaste. This will remove some scratches without further damaging the plastic. Run it with your fingertip them buff with a tissue or cloth.
For watch faces and like items I have a more expensive set up that works well. I have a cloth buffing wheel mounted on the bench grinder and use a bar of blue 'Josco' polish that is specifically intended for plastic. Granted, this is a lot of trouble for a one-off repair.
The alternative would be to take it to a jeweller who will have a similar set-up. For a couple of bucks I reckon he's be delighted to assist with a one-minute polishing job.
I use Brasso on plastic lenses. It has worked great on my digital multimeter and several iPods.

car wax will work, on an old terry sock, rubbed many many times, depending on damage
obviously deep cuts are not going to polish out without removing lots of material

3m offers plastic rubbing compound in three different flavors. It's used for automotive guages, radio faceplates, and headlight lenses. You can find them at most automotive parts stores.
I have all three and use them for scratched DVD's, CD's, and other things.

I am using helicopter tape on my cell phone. Its thicker than your "ounce of prevention".
