Mountain Biking - building a new bike, need your opinion

I'm building a new mountain bike. It'll be used promarily for mountain biking but I plan on using it for a few tours. I've been looking at Motobecane frames, in particular the 600ht, 700ht and the 29er outcast. My questions are-

1) which frame should i get. If you can recommend a relatively inexpensive alternative i'm all ears.

2) should i get a 29er

3) will a velocity blunt fit in a 600ht or the 700ht

4) rim or disk

i think thats it, if i have anymore questions i'll post 'em.

after thinking about it and looking more, i found a bike from nashbar here http://www.nashbar.com/bikes/ProductDisplay?storeId=10053&langId=-1&catalogId=10052&productId=173009&cm_mmc=PG-_-Bicycles-_-Nashbar-_-NB-MDBAF&mr:referralID=745afdab-3ddd-11de-9f5b-000423c27407 but my only problem is i'm starting to lean towards 29er rims and i'm not sure if 29ers and 700cc's are interchangable
