Cant tell you anything about the HR400. However, I just today recieved the HR310 from Hollywood Racks. It's the 3 bike 1-1/4" version.
It is a solidly built, quality rack. Can't wait to use it for the first time.

I have not used the HR400 but I have used several other racks from them with excellent results. I especially like the sway bar that sticks out below the bikes. If you use bungee cords to the front and rear wheels, you will mitigate much of the swaying back and forth that bikes like to do on this sort of rack.
If you carry bikes without top tubes or with extremely sloping top tubes or some variations of full suspension bikes you might also want to take a look at the Hollywood sportrider. It supports the wheels of the bikes and does not hang them from the top tubes. This type of rack is a bit heavier though when your putting in on or taking it off.
