Can extra eyelets be installed in the frames? For an extra water btl or pump. If so, how?

Yes. Brazed. Repaint. Assuming it's steel. There are also rivets and I'll leave the carbon info to others.

A local shop ought to be able to install rivnuts, which work well for bottle cages.
