When I bought my carbon frame it had a slight chip in the finish which appeared to be purely cosmetic. Over time, however, the damage appears to be spreading like a flesh-eating virus. (A clearcoat-eating virus?) So the question is: can I apply some type of paint or coating to the affected area to stop the spread?

That appears to be some sort of epoxy over an aluminum? insert. All you can do to it will be cosmetic rather than structural, so try auto touch-up paint.
