I have some old Time road pedals that I want to overhaul. Where can I get directions - is there a book? a website? What tools do I need?

you need a couple 15 mm wrenches, a tube of bicycle grease, and I believe a 10 mm wrench. Taking pedal spindles and bearings apart is really so basic, I doubt there is any literature out there.

The ones I have always done in the past simply were installed with a C-clip. Remove and all comes out.

The bearings are sealed. Clean and lube with Triflow and good as new.

Anything more you may need new bearings.
