We need more details to help you for price unfortunately.
That said, it looks to be an 80's Nishiki possibly with decent parts. A thorough tune up is not cheap even if you do your own work, figure 30.00-100.00 extra depending on what it needs to get it running.
The seller obviously doesn't know much about it if he thought it was a shimano bike, I'd offer 100.00 if it is in nice shape and see where that gets you.
Last big question, does it fit you? 53cm is a fairly small frame, just make sure it is a fit or it's not worth any amount IMO.

Marginal on size.
Saying it is Shimano means nothing. You will find Shimano components on Roadmasters. At the same time, being a Nishiki is a very good sign.
$75, assuming you do the work to rehab. Otherwise, the rehab alone can exceed the value of the ready to ride bike.
Make sure seat post and handlebar stem are not stuck. Look for any serious signs of internal rust by looking down seat tube (once you pull the seat post). Use a good flashlight.

I have a feeling its decent bike based solely on the aero brake levers. Expect to put $50-75 into it if your doing the work yourself. Tires, inner tube, cables etc...

just cleaned up this baby, wired the rear derailleur, and replaced tubes, rides beauuutifuly, and the brake housings on the bar look beautifuly white.
I used Goof Off, and my god, it works wonders

Yeah that was a good deal. You should consider repacking the bearings and adjusting the bearings, I have never found an old bike that did not need this done yet.
Nice bike though, get a good lock for college.
