I not sure if I need a rear light verses reflector but my problem is finding even a reflector that will mount correctly on the back of my rear rack. Any ideas will be appreciated.

You can get both (reflector and light) in one with either the Viewpoint Flashpoint....or the Deal Extreme cheap rip off of it. And, just looking at the two wide slots and the middle hole.....well, they just SCREAM mini bungee cord. You can use the clip version of the two mounts at your disposal, clip it to the top left or top right (or both) of the metal plate in the photo .....then tightly weave bungee through to help anchor and....voila. I see your rear rack as a bonus, not a hindrance.

That's a standard rear light mount, there are plenty of lights that will fit on that.
Do you want battery or dynamo ?
A lot of the blackburn lights have rack mounts, as does the cateye LD1100.

I purchased Planet Bike Blinky 3 (http://ecom1.planetbike.com/3009.html) and I'm very happy with it. On Amazon.com, about $10, more than one month ago. Haven't replaced the batteries yet. Compact, simple, reliable, easy to install. Comes with a clip.

The blinky 3 looks like the Bspoke without the high power LED.
