Touring - Under Saddle Weatherproof Bag for Tools?

Just curious to see what others who go on long distance tours use for hauling their tools. I plan on disappearing for a long time (1-2 years) and am trying to make sure I've got all I's dotted and T's crossed. I'm at the point where I am deciding what I should use to haul tools/spare parts in, and would like to maximize the space I have underneath the saddle. All the undersaddle bags I have found are not waterproof, and have a tendency to leak, which means rust on my tools.

Ortlieb makes one http://www.ortliebusa.com/CartGenie/prod-39.htm as does Axiom http://www.axiomgear.com/products/gear/bags/seat/atlantis-lt/ . I'm unsure of what size that I should be ordering with the Ortlieb, and to have it not fit. I currently already have a rack pack, and Back Packers on the rear. I do have a Nice Rack on the front which I could likely carry tools and accessories on the top, but would like to keep clear for things that may come up on the road.

Curious to hear what other people are doing.

I put my tools/parts in zip lock bags and store in my panniers. These are things that I don't need on an immediate daily basis. If I need them I open my pannier top and slide my hand in to feel for my tools bag. In any case, zip lock bags keep your tools dry.

The Ortlieb bag is not as big as one may think.
I have a large size and it fits neatly under a Brooks Champ Flyer.
Mine holds: tire irons, a tube, patch kit, multi tool, a leatherman, and a small rag (which I lay nuts and stuff on so I don't loose them on the side of the road).

the Arkel saddle pack is pretty sweet if you're looking for waterproof options.
