Pure rumor unless in a state of emergency. Meaning, something really bad would have to happen.
Given current troop deployments, projected troop deployments for the next few years, and the actual number of troops available, I'd consider this more or less a state emergency. Plain and simple, we just don't have enough troops as we stand.

A state of emergency can only be considrered if something really bad happens in any US State, a State of emergency can not be called for something that is happening on foreign soil.

Yes, and it's illegal to hold citizens incommunicado while refusing to either charge them or let them have access to a lawyer. With this administration, that's not terribly reassuring, is it?

From what I can see the bill has been read on the senate and house
floors (twice for senate?) and is now in committee. Nowhere has it been
voted on etc.
It isn't quite as Doom and Gloom as the original article would have you believe.
